LA PLATA, Md. – At the meeting on March 20, the Board of County Commissioners held a budget work session to review the proposed new fees and changes to existing fees in the fiscal 2019 budget. County budget staff presented information about new fees for submission of certain planning documents, a farmerโ€™s market license fee to offer product samples, the introduction of a county-wide recreation pass that provides access to all community centers and recreation facilities, and a new driving range membership fee at the countyโ€™s golf course.

Open Session Briefings

  • County Administrator Michael Mallinoff, Esq., ICMA-CM presented the โ€œMonthly Reportโ€ for January 2018. He highlighted the new logo and tagline, โ€œLegends, Lore, and Room to Exploreโ€ which will be used to promote tourism in Charles County. He also reviewed project updates from each department, performance measures, and other reports and analysis covered in the report.
  • County Attorney Rhonda Weaver provided updates on House Bill 1765 regarding on-site sewage disposal system upgrades and House Bill 1723 regarding collection of inmate earnings from work release programs.

Approval Items

  • Commissioners approved a budget transfer request in the amount of $716,600 for the Sheriffโ€™s Office. Funds will be used to procure equipment and were transferred from salary savings due to vacancies in the department.
  • Commissioners approved a budget transfer of $98,000 from the Cable Fund contingency to pay for fiber installation at the new Billingsley Elementary School.
  • Commissioners approved a fiscal 2019 non-recurring cost exclusion form and memorandum for the Board of Education, which requested $9,733,353 in supplemental funds. The form is required to be filed with the state to determine whether the costs itemized on the form are excluded from the state-required Maintenance of Effort funding.

Recognitions

  • Commissioners issued a proclamation to recognize March 24, 2018 as Charles County Writersโ€™ Day, in honor of the 30th Anniversary of the Maryland Writersโ€™ Association. Association leaders were recognized for their important role in showcasing Maryland writers in the community.

Appointments

  • Marvin Blake was appointed as an alternate member to the Board of Appeals.
  • Melissa Cox was appointed to an unexpired term as at-large member to the Board of Appeals.
  • Thomasina Coatesโ€™ appointment to the Board of License Commissioners was amended to an at-large member and is set to expire on September 30, 2018.
  • Helen Cheseldine was appointed as a citizen member to the Historic Preservation Commission.
  • Natalie Cotton was appointed as a citizen member to the Ethics Commission.
