During a briefing on the FY2013 budget, Commissioner President Candice Quinn Kelly (D) suggested tax increases may be necessary to deal with a $5.8 million deficit.ย Kelly said that the question would be asked during a bond agency trip to New York scheduled for next week.
ย
As it stands, it appears likely the commissioners will approve an increase in the constant yield, though no vote has been given.ย
ย
โIs it a fair statement that this board is if we are open to raising taxes or revenues in order to accomplish a balanced budget,โ Kelly said.ย โIโd like guidance from staff that this board is open to raising taxes in some shape or form.ย They will ask that question in New York.โ
ย
โThe alternative is cutting services,โ Commissioner Ken Robinson (D: 2nd) said.ย โAnd Iโm not open to cuts so Iโm open to tax increases.โ
ย
โIโm open to potential options that exist but would like to explore potential of what is out there for cuts,โ Commissioner Vice President Reuben Collins (D) said.ย โEven though weโre still late in the game, we have to start making critical decisions.ย Iโm weighing conversations Iโve had with citizens.ย Clearly, this presentation, showing where we have a deficit, that is a serious matter and I donโt take that lightly but I think we could be very, we can use best possible language to address bond rating agencies that weโre open to best possible options.โ
ย
Collins reaffirmed that statement Wednesday night, saying he wanted more information before committing to tax increases.
ย
โDo you know where you would cut,โ Kelly asked Collins.
ย
โNo I donโt because weโre still exploring the budget,โ Collins responded.
ย
โWe have a meeting in New York,โ Kelly said.ย โEven if we spread it around, weโre looking at a deficit.ย What we need before we go to NY if this board, assuming we can do what youโre saying, if we have to, even if we spread it around and come up with a plan that is fair, we need to tell them in NY what we plan on doing.ย Are we not doing anything or are we enhancing revenues?โ
ย
โI appreciate that but I still think thereโs ample time to grasp our options,โ Collins said.ย โWeโre getting down to the wire right now and just in terms to the analysis; it requires that we look at these things more seriously.ย It gives me better understanding.โ
ย
โI need some verbage that we can present next week that is agreed to by the board,โ Kelly replied.
ย
โI would offer this, balance,โ Commissioner Debra Davis (D: 2nd) said.ย โCan we make sure everybody gets a little something?ย Weโre spending huge amounts in certain pockets.ย We need to stay true to whatโs important but that we make sure everybody gets a little everything.
