The Charles County Board of Commissioners decided they wanted more information on pending Developer Rights and Responsibilites Agreements (DRRA) on Tuesday. The consent came after the Planning and Growth Management department wanted a public hearing set for proposed legislation on DRRAs.
Charles County Chief of Resource and Infrastructure Management Jason Groth told the board that Heritage Green and Twin Ponds developments were in default in their DRRAs. Groth also said that the county accepts funding from DRRAs before recording lots when asked what happens in regards to overcrowded schools.
“I cannot even vote to begin the process,” Commissioner President Candice Quinn Kelly (D) said. “I cannot vote in good conscience vote to move forward without more information.”
Commissioner Bobby Rucci (D: 4th) backed Kelly’s sentiments up, saying he wanted a briefing on every pending DRRA.
“We’re setting ourselves up for a volatile public hearing that doesn’t need to take place,” Commissioner Ken Robinson (D: 1st) said.
Commissioner Debra Davis (D: 2nd) moved for the DRRAs to be sent to a public hearing, but withdrew the motion after Kelly and Rucci expressed their concerns.
