At 1:12 a.m. Aug. 24, Charles County Sheriffโ€™s officers responded to a residence in the 10900 block of West Point Place in White Plains for the report of a carjacking.

Investigation revealed two 20-year-old men were walking to their vehicle after leaving a party, when they were approached by three suspects who ordered them to the ground.

The victims complied and the suspects searched their pockets and stole their wallets, cell phones, identification and the car keys to one of the victimโ€™s 2002 Cadillac DTS.

One of the suspects stole the Cadillac while the other suspects fled the area. A lookout was broadcast for the Cadillac and it was located a short time later by Det. C. Shankster on Bensville Road in White Plains.

Det. Shankster and Officer W. Christian stopped the Cadillac near Berry Road and arrested the driver, who was identified as Delvin Elton Proctor, 20, of Temple Hills. A loaded 9mm handgun was found under the driverโ€™s seat and the victimsโ€™ property was recovered from Proctorโ€™s pockets.

Proctor was charged with carjacking, armed robbery, first-degree assault, theft valued at less than $500, unlawful taking of a motor vehicle, possession of a handgun, possession of a handgun in the commission of a violent crime and conspiracy to commit robbery. He is being held at the Charles County Detention Center pending an appearance before the district court commissioner. The two additional suspects have not been identified.
