Lexington Park, MD— Carter was last seen on December 22, 2015, at approximately 5:00 p.m. in the area of Patuxent Homes in Lexington Park. He was last seen wearing a black hooded sweatshirt, blue jeans, and white Air Force Ones. No picture is available at this time.
