On Oct. 7, at approximately 10:37 p.m., Dfc. S. Cathcart observed Dinah Marie Baker, 45 of no fixed address, in the area of Millison Plaza Lexington Park, screaming, yelling and flailing her arms.ย  Also present at the location was Robert Imirie Blackistone, 48 of no fixed address.ย 

Dfc. Cathcart approached both subjects and asked Baker to calm down.ย  Baker refused and began screaming profane language at Dfc. Cathcart.ย  Bakerโ€™s behavior was witnessed by several citizens in the area.ย  Dfc. Cathcart told Baker she was under arrest.ย  Baker refused to comply with the arrest and had to be subdued.ย 

During the arrest, Blackistone was told several times by Dfc. Cathcart not to interfere with the arrest and to leave the area, which he initially refused.ย  Once Baker was secured, Blackistone walked out into the roadway and was almost struck by traffic.ย  Dfc. Cathcart had to pull Blackistone out of the traffic for his safety.ย  Blackistone was arrested for disorderly conduct.ย 

Further investigation revealed that earlier in the day, Robert Blackistone was witnessed using a small folding knife to cut the screen door at a residence located on Ranger Road in Lexington Park.ย  Search incident to Blackistoneโ€™s disorderly conduct arrest revealed he was in possession of a pocket knife.

Dinah Baker was charged with disorderly conduct and resisting arrest.

Robert Blackistone was charged with disorderly conduct and destruction of property.
