At 12:40 p.m. Nov. 25, TFC Evans was patrolling on Rt. 247, in the Mechanicsville area, and stopped a Pontiac Bonneville for a routine traffic violation.
Upon contact with the driver, Robert C. Toye, 53 of Mechanicsville, a CDS smoking device was observed in plain view in the vehicle.
Following Toye’s arrest, two small baggies of marijuana were found on his person. He was taken to the St. Mary’s County Detention Center pending a bond review.
