On May 20 at 6 a.m., Charles County Sheriffโ€™s Officer R. Bagley observed a gray Dodge passenger car with a blue flashing police dashboard light traveling north at more than 100 mph on Route 301 in La Plata. Other vehicles were pulling to the right side of the road to yield to the Dodge.

Officer Bagley stopped the vehicle. The driver advised he was a security guard in Virginia. Investigation revealed the driver was intoxicated and was carrying a handgun with 11 rounds, zip handcuffs, a fraudulent Virginia concealed weapon permit, a fraudulent badge and a laser sight for the gun. Security guard badges and identification cards were found in the vehicle. In addition to the blue dashboard light, green and white police-style LED lights were attached to the vehicleโ€™s rear window.

The driver, Kenneth M. McCauley-Timmons, 27, of Fort Washington, was charged with possession of a handgun, driving while intoxicated, driving under the influence, impersonating a police officer, driving on a highway with flashing lights on his vehicle and speeding. He was being held at the Charles County Detention Center pending an appearance before a district court commissioner.
