William Jacks
Barstow, MD— On November 23, 2016, at 1:00pm, Deputy T. Rzepkowski responded to the Detention Center to investigate a controlled dangerous substance violation.
When he arrived he was informed that a glass smoking pipe was found on inmate, William Jacks, 32, of Chesapeake Beach, while he was being processed at the jail for an outstanding warrant. He was charged with Possession of Paraphernalia (glass pipe).
