At 4:38 p.m. on Monday, Nov. 7, a State Trooperย observed a vehicle fail to stop prior to entering Kavanaugh Road from a driveway.ย  The officer found the vehicle to be traveling atย a speed of 40 mph in a 30 mph speed zone.ย 

As TFC Linger was attempting to stop the vehicle he observed the driver making movements through out the vehicle. The vehicle was stopped and the driver identified as Joseph Wayne Bosse, 23, of Mechanicsville.ย 

During conversation with Bosse the officer detected an odor of burnt marijuanaย emitting from his clothing.ย  A probable cause search of his person was conducted and a metal smoking device with CDS residue was found in his pants packet.ย 

Bosse was placed under arrest for possession of CDS.ย  A search of the vehicle incident to arrest was conducted and a substance suspected to be crack cocaine was found.ย  A check revealed that Bosse had an outstanding warrant for his arrest through the St. Maryโ€™s County Sheriffโ€™s Office.ย 

Bosse was taken to the St. Maryโ€™s County Detention Center, processed, and held pending a bail review.ย
