Deputy Shawn Cathcart, of the St. Mary’s County Sheriff’s Office, served Joseph Franklin Morgan,of Mechanicsville, with a criminal summons on Oct. 7. He was charged two counts of Indecent Exposure for an incident that occurred on or about September 28, 2005.
