On May 21, Sgt. Grumbles stopped a Dodge Avenger driven by Michael Ryan Norfolk, 20 Callaway, for a traffic violation.
Sgt. Grumbles detected an odor of an alcoholic beverage emitting from his breath and person. Norfolk was asked to step from the vehicle. Cpl. Earle observed Norfolk reach into his pocket, pull out a white paper towel and drop it to the ground. The paper towel contained suspected controlled dangerous substance, marijuana.
Norfolk was told he was under arrest for possession of a controlled dangerous substance. He refused to place his hands behind his back to be handcuffed. Norfolk was eventually handcuffed and spit on the deputies.
