Calvert County Sheriff Dep. Roscoe Kreps conducted a traffic stop on a vehicle in the area of northbound state Route 4 near the Calvert/Anne Arundel county line on Sept. 29 at 11:38 p.m.
The driver, later identified as Joseph Edward Proctor, 20 of Upper Marlboro, was found to be in possession of suspected marijuana and drug paraphernalia.
He was charged with possession of marijuana and drug paraphernalia, a white owl cigar tube, used to inhale controlled dangerous substances.
