Annapolis, MD โ€“ On April 22, 2018 at approximately 3:18 p.m., Trooper First Class Lee was conducting traffic enforcement in the area of U.S. Route 50 and West Street and observed a gray Chevrolet Malibu exceeding the posted speed limit at 102 mph in a posted 65 mph zone. Trooper First Class Lee initiated a traffic stop on the vehicle and identified the driver as Martin Tate, 26, of Java, Virginia. Investigation revealed Tate had a suspended and revoked Virginia driverโ€™s license. Two additional passengers were also in the vehicle. The front seat passenger, identified as Chari Downey Adkins, 41, of Blairs, Virginia and the rear seat passenger, David Allen Calloway, 40, of High Point, North Carolina. Further investigation revealed a loaded .380 Taurus semi-automatic handgun in the center console of the vehicle that belonged to Adkins who did not have a Maryland permit to carry a handgun. In addition, the rear passenger Calloway, was found in possession of marijuana.

Tate was issued several traffic citations including driving on a suspended and revoked out-of-state driverโ€™s license. Calloway was charged with possession of marijuana under 10 grams and issued a civil citation. Adkins was placed under arrest for possession of a handgun in a vehicle and transported to the Annapolis Barrack for processing. Adkins was then transported to the Anne Arundel County Commissionerโ€™s Office where she was held on $1,000 bail.
