At 7:15 a.m. Jan. 7, Officer D. Walker of the Charles County Sheriff’s Office conducted a traffic stop on a vehicle on St. Charles Parkway near St. Marks Drive in Waldorf for an inoperative headlight.
The driver, Victor Ricardo Fryer, 19, of Clinton, was found to be in possession of marijuana and drug paraphernalia. He was charged with possession of marijuana and two counts of possession of drug paraphernalia and was released from the Charles County Detention Center on personal recognizance.
