At 6:32 in the morning on March 25, Dep. R. Cox was on routine patrol in the area of southbound Rte. 4 and Saw Mill Road in St. Leonard operating stationary radar. He observed a red Ford Mustang northbound on Rte. 4 traveling 71 mph in a posted 55 mph zone. Dep. Cox initiated a traffic stop.
Upon contacting the driver, identified as James H. Lowery, Jr., 18, of Huntingtown, he noticed that Lowery had bloodshot eyes, slurred speech and smelled of alcohol.
Several field sobriety tests were failed by Lowery and he was arrested for DWI.
A search of the vehicle incident to arrest revealed a plastic bag containing suspected marijuana. Lowery was additionally charged with possession of marijuana.
Two passengers inside the vehicle were also searched and found to be in possession of suspected marijuana.
Passenger Albert Decesaris, Jr., 18, of Huntingtown, was arrested and charged with possession of marijuana. The second passenger, a youth, was charged with possession of marijuana on a youth report and released to the custody of his guardian.
