Nelson T. Cotner
Prince Frederick, MD – On April 26, 2016, Deputy J. Livingston observed the driver and right rear passenger throw cigarettes out of the vehicle and onto the highway. It was also observed that the middle break light was out. A traffic stop was performed south on Solomons Island Rd., in front of the Green Turtle, in Prince Frederick. The rear passenger of the vehicle, later identified as Nelson T. Cotner, 26, of Lusby had a syringe with Heroin, in his front right coat pocket. Mr. Cotner was charged with a criminal citation, CDS possession paraphernalia (syringe) and released.
