After stopping a vehicle for speeding near 27th Street and D Street in Chesapeake Beach on September 28 at 2:50 a.m., DFC T. Rickard found the driver and two passengers to be in possession of suspected drugs. He arrested the driver, Richard J. Higgs, 30 of Germantown, and passengers Stephanie C. Devaughn, 31 of Huntingtown and Jordan E. M. Deere, 21, also of Huntingtown, and charged each with possession of marijuana and possession with intent to use drug paraphernalia, a silver metal grinder, silver cup and wooden container with metal pipe.
