
PRINCE FREDERICK, Md. — Calvert County Public Schools Superintendent Dr. Marcus J. Newsome presented an updated budget proposal to the Board of Education at the Feb. 26 meeting that cut $5 million from original plans.
Dr. Newsome made it a point to note at the beginning of the presentation that the updated budget honors all staff contracts and the pre-agreed-upon pay raises and steps. Dr. Newsome said they declined to add a staff attorney this year, recommended by Public Works LLC in their Efficiency Report, saying they needed more time to plan and hire for this position.
The $5 million in cuts include reducing administrative positions recommended by Public Works LLC, moving the turf field proposal from the budget to a future capital improvement plan, and adjusting costs for office supplies, professional development, contracted services, equipment, and more to balance the budget. This proposal brings the operating budget to $298 million.
The proposed budget is part of an ongoing process and will go to the Board of County Commissioners (BOCC). As the BOCC and the state of Maryland create their budgets, the district will also have to make adjustments.
Board member Lisa Grenis thanked Dr. Newsome for pursuing a “zero-based” budget that focuses on academic excellence. Dr. Newsome’s team was also tasked with adding to the district’s fund balance each year, in alignment with BOE policy.
Board member Melissa Goshorn and Board President Jana Smith-Post said they recognized the challenge of creating a fully balanced budget during challenging times and praised Dr. Newsome and his team, including new Chief Financial Officer Christine Jewett.
The BOE passed the proposed budget in a 5-0 vote.
