PRINCE FREDERICK, Md. — In one of the last steps toward implementing a new Emergency Medical Services billing vendor, the Board of County Commissioners (BOCC) adopted a resolution to permit the billing and compliance coordinator to act as an “access manager” or “staff end user” in the Centers for Medicare & Medicaid Services Identity & Access Management System (CMS I&A) to support a smooth transition.

Under county rules, only the BOCC technically has the legal authority to access CMS I&A. This resolution allows a representative within the Department of Public Safety to act in the BOCC’s place. The billing and compliance coordinator is responsible for administrative functions related to EMS billing and already works with the department — adding the designation only serves to bring access to the CMS I&A in-house to the department.

Deputy Director of Public Safety Crystal Dowd said the department is still on track to meet their Dec. 1 deadline for a full transition over to the new billing vendor, Digitech Computer LLC. Dowd also said there was no additional fiscal impact for adding the access manager or staff end user role.

Dowd also said they’ve been seeking a solution for several months for EMS billing and that the Dec. 1 implementation date was determined over the summer.

The resolution is available online.
