WALDORF, Md. — An Accokeek woman accused of trying to steal more than $400 in merchandise from a Target in Waldorf is being held without bond and also faces an older, still-pending theft case in Charles County, according to court records.

Zenovia Anniest Quattlebaum, 63, is charged in Charles County District Court with one count of misdemeanor theft of $100 to under $1,500 in connection with a Nov. 8, 2025 incident at the Target on Western Parkway.

A Target loss-prevention officer told authorities he watched a woman on store surveillance select household cleaning supplies and other items, then attempt to leave without paying. The officer stopped her at the entrance and escorted her to the loss-prevention office, where merchandise valued at $404.17 was recovered, the statement of probable cause says.

A deputy wrote that store video showed the woman trying to walk out with the cart and that Quattlebaum was later identified using a Maryland identification card and a law-enforcement database photograph that matched images captured on Target’s cameras, according to the charging document.

Quattlebaum was ordered held without bond after her Nov. 8 arrest, court records show. At a Nov. 10 bail review hearing, District Judge Robert C. Wilcox kept the no-bond status in place. A trial for the case is set for Jan. 2, 2026, in Charles County District Court.

Records also show Quattlebaum has a separate theft case stemming from a Jan. 25, 2020, incident. In that case, she is charged with theft of $100 to under $1,500 and conspiracy to commit theft in the same amount range.

Summonses mailed in the 2020 case were repeatedly returned as undeliverable, and an arrest warrant was issued May 29, 2020, the docket states. Quattlebaum posted a $3,000 corporate bond the next day but later failed to appear for court dates in November 2020 and June 2021. Each missed appearance resulted in a bench warrant and an order that she be held without bond.

The bench warrant issued after the June 2021 failure to appear was not served until Nov. 10, 2025, when Wilcox again ordered Quattlebaum held without bond in the 2020 case. An officer-scheduling trial date in that matter is set for Dec. 16, 2025, in Charles County District Court.

  1. Don’t forget there are several Quattlebaums that are outstanding citizens of Charles County.
