
LEONARDTOWN, Md. – On Sunday, June 11, The Maryland State Highway Administration (SHA) and Reliable Contracting began the resurfacing work for the Rt. 5 widening of Abell-Moakley Rd., and will be on site for the next six weeks.
The scheduled work hours will be 7 p.m. to 5 a.m. (Sunday through Thursday nights); 10 p.m. to 5 a.m. (Friday night, if needed).
โThis project is a year and a half overdue and has been an embarrassment,โ Maryland Delegate Matt Morgan [R] told The BayNet. โUnfortunately, SHA had not one but two different primary constructors with performance issues and as a result, had to claim the bond insurance for the projectโฆAs you know, this project has been beset with many issues and delays. It has been frustrating for all of us as we have lived with this for nearly five years. I started feeling like Charlie Brown, trying to kick the football but then having it yanked away. SHA has finally hired a trustworthy contractor. Now that Reliable Contracting is on the job, I am confident the job will be completed.โ
There is some hope, however, as the anticipated completion date is set for sometime this summer.
During construction, drivers are reminded to reduce speeds and remain alert for work crews, equipment, and lane shifts. Temporary traffic signs and barrels will guide drivers through the work zone.

Hope it gets done this time to mess up front of my House…
Why is it that the state of Maryland and/or St. Mary’s County cannot have major road work done without major complications and delay after delay after delay. It started on the Three Notch Road expansion project years ago. The project was delayed because of the same reason as the Route 5 expansion in Leonardtown. Contractor issues! Then the FDR Blvd fiasco, which is STILL in work. How many remember the mess from the St. Andrew’s Church Road and 235 intersection, and the FDR and St. Andrew’s intersections that took forever. Why? Because it was alleged that the state made design changes and didn’t bother to tell the contractor! And now this sham road project in Leonardtown? Another contractor issue? I come from a major metropolitan area. I’ve seen 20-30 miles of interstate with entrances and exits built in less than 5 years!

It’s (Three Notch Rd & RT5) what happens when the state goes with the lowest bidder.
The FDR Blvd sections developers were mandated to complete were done long ago.
The FDR fiasco is due to the county ‘kicking the can’ (delaying) on purchasing the short sections of private property to finish FDR.
The St. Andrewโs Church Road and 235 intersection experienced a budget cut.
Rt4 going east (towards bridge) is missing a dedicated left turn lane onto RT235…as well as a dedicated right turn lane (third lane) at FDR Blvd. Coming from Calvert Co., It’s also missing a dedicated thru lane going west (towards Leonardtown). They’ll be back…in ten years widening these areas after enough first responders are impacted by the tie-ups.
Don’t forget they also touted about how they picked a minority/woman owned business initially. Nothing against women or minorities whatsoever but it was clearly a “sign of the times” bidder decision and not one that was necessarily based on ability or past history of being able to get the work done properly.
I think the lesson that people need to start learning is the lowest bid isnโt always the right offeror. Weโve seen it time and again on base as well. Either redoing work, finishing someone elseโs work or spending a lot of time spoon feeding the winning bidder instead of letting a competent company win and run with it, even if it costs extra money up front.

And to think, years ago a large part of highway bridge in San Francisco, equivalent to what just happened on I95 in Philadelphia, was replaced in 25 days. But then San Francisco isN’T in Maryland.
Yeah, itโs in California dude. Worse than MD.
But California got the repair done quickly w/o it falling apart.
Per the local upgrade, “SHA has finally hired a trustworthy contractor. Now that Reliable Contracting is on the job, I am confident the job will be completed.โ Because the contractor has ‘Reliable’ as part of it name?
Reduce the speed limit permanently. Drivers are going way too fast. Way too many accidents with injuries and fatalities. Instead of being in a hurry, leave the house sooner.
Trading Post would have had it done overnight.
