INDIAN HEAD, Md. — An Indian Head man is facing multiple drug-related charges, including felony counts of possession with intent to distribute, following a narcotics investigation that led to his arrest in Charles County, according to court documents.

Philip Thomas Higdon, 26, of Indian Head, was arrested Jan. 30, 2026, after detectives with the Charles County Sheriff’s Office Narcotics Enforcement Section executed a search and seizure warrant as part of an ongoing controlled dangerous substances investigation.

According to the statement of probable cause, detectives had been conducting surveillance related to suspected drug distribution activity and observed Higdon at a business location on Livingston Road earlier that day. Investigators later stopped Higdon and detained him while executing a court-authorized search.

During a search of Higdon and a vehicle associated with him, detectives reported locating cash and suspected controlled substances. Court records state officers recovered multiple suspected narcotics, including substances later field-tested and identified as suspected crack cocaine, as well as Suboxone (buprenorphine/naloxone) strips. Investigators also reported locating packaging materials and a digital scale bearing white residue, which they said was consistent with drug distribution.

Additional searches connected to the investigation led detectives to seize more suspected narcotics and currency. Court documents list the total weight of suspected crack cocaine at approximately 6.6 grams. Investigators estimated the street value of the seized substances and noted the quantity, packaging, and presence of scales were consistent with distribution rather than personal use.

Higdon was charged with multiple counts, including possession of a controlled dangerous substance not including cannabis, possession with intent to distribute, and possession with intent to distribute a narcotic. Some charges are misdemeanors, while others are felony counts that may be prosecuted in Circuit Court.

Court records show Higdon was initially ordered held without bond on Jan. 31. Following a bail review hearing on Feb. 2, District Court Judge Robert C. Wilcox continued the order holding Higdon without bond.

A preliminary hearing is scheduled for Feb. 27 in Charles District Court.
