It’s Suspicious to Smoke Crack on a Boat Ramp

At 12:48 a.m. on July 31, TFC Keen was on routine patrol when he observed a suspicious vehicle parked at the Hallowing Point Boat Ramp.

A K-9 search was conducted and a CDS smoking device containing suspected crack-cocaine was recovered from the vehicle. 

Arrested at that time for possession of crack-cocaine and CDS paraphernalia was Caroline Ann Proctor, 39, of Hughesville.  After processing, she was transported to the CCDC to await a commissioner’s hearing.
