LUSBY, Md. A Lusby man was arrested for the third time this year after deputies responded to reports of hours-long screaming at his apartment complex, according to court records. Joshua Mark Bragalone, 44, of Lusby, was taken into custody Aug. 19 following multiple noise complaints and what deputies described as his failure to comply with police orders.

The incident began around 9:49 p.m. on Aug. 18, when Calvert County sheriff’s deputies received a complaint about screaming in the 300 block of Clubhouse Drive in Lusby. A neighbor reported the yelling had been ongoing for several hours, prompting the initial police response.

Deputy S. Grierson wrote in his report that he arrived to find Bragalone sitting in front of an open window at his residence, yelling loudly enough to be heard from the street. The deputy said he identified himself and asked Bragalone to lower his voice and close the window. According to the report, Bragalone responded by repeatedly shouting, “Who the fuck are you?” and giving the deputy the middle finger through the window. The deputy noted Bragalone’s slurred speech and said he appeared heavily intoxicated.

Police records show Bragalone initially agreed to comply and briefly went inside, allowing deputies to clear the scene. About 30 minutes later, however, the same neighbor called again reporting that Bragalone had resumed yelling. Deputies said they returned to find the window still open with Bragalone continuing to shout.

During the second contact, Bragalone told deputies he was speaking with the ACT Team, a crisis intervention group, according to reports. Cpl. Shrawder advised him to lower his voice as he was disturbing the peace. Deputies said Bragalone briefly closed the window but reopened it shortly after and resumed loud behavior by shouting phrases like “Fuck yeah, touchdown” that could be heard across the street.

Deputies responded a third time at 12:22 a.m. on Aug. 19 after another neighbor on Ranch Lane reported being able to hear yelling from her residence. The complainant told deputies that when she called 911, Bragalone began yelling directly at her from across the street, encouraging her to call police.

When deputies returned, Bragalone exited his residence and was placed under arrest without initial resistance. During transport to the Calvert County Detention Center, a deputy reported that Bragalone claimed he had slipped out of his handcuffs and threatened to punch the deputy when the vehicle door was opened. Deputies said he became increasingly aggressive, yelling profanities and racial slurs from the back seat. Detention staff were advised of his demeanor before his transfer into custody.

Court records show the August charges include failure to obey reasonable and lawful orders, disorderly conduct and disturbing the peace through loud noise. Each charge carries a maximum penalty of 60 days in jail and fines up to $500.

Court documents also show Bragalone has been charged in multiple prior incidents at the same apartment complex. Records list five calls for service involving him between May 28 and July 8, 2025. A March 4, 2025, arrest included charges of disorderly conduct and intoxicated endangerment. In that case, deputies wrote in reports that Bragalone was running down the street with a strong odor of alcohol and later attempted to wrap his seatbelt around his neck during transport, requiring intervention.

Additional charges were filed in May 2025 after a neighbor reported Bragalone yelled through a shared apartment wall in violation of an active peace order.

Court records also show multiple bench warrants have been issued for Bragalone’s failure to appear at scheduled hearings. Judge Robyn Riddle issued active warrants after he failed to appear for two separate trials on Aug. 25, 2025. The Calvert County Public Defender’s Office is representing him in all pending matters.

His next scheduled trial is set for Dec. 8, 2025, for the August charges. The Calvert County State’s Attorney’s Office is prosecuting the cases in Calvert County District Court in Prince Frederick.

Deputies noted that all incidents were recorded on body-worn cameras. Court records show Bragalone was released on his own recognizance following his August arrest.
