Maryland Lawmakers Consider Training Requirements For HOA And Condominium Board Members

ANNAPOLIS, Md. — Maryland lawmakers are considering legislation that would require members of condominium and homeowners association governing bodies to complete mandatory training on their legal and fiduciary responsibilities.

House Bill 502 would require certain members of boards of directors and officers of condominium councils, as well as members of homeowners association governing bodies, to successfully complete a training curriculum covering governance, financial oversight and state housing laws. The requirement would apply to residential for-sale housing communities.

Under the bill, board members and officers would be required to complete the training within 90 days of being elected or appointed. Individuals already serving when the law takes effect would be required to complete the training at the start of a subsequent term. Certification would be valid for three years and would need to be renewed to remain in office.

The curriculum would include instruction on the Maryland Condominium Act, the Maryland Homeowners Association Act and the Maryland Cooperative Housing Corporation Act, along with topics such as fiduciary duty, reserves and audits, meeting procedures, dispute resolution, insurance and record-keeping.

The bill would also require governing bodies to certify completion of the training, retain proof of certification and report compliance to a recognized common ownership commission. Boards would be permitted to remove a member or invalidate a vote if the training requirements are not met.

House Bill 502 was introduced and received its first reading on Jan. 27, 2026, and has been assigned to the House Economic Matters Committee. If approved, the measure would take effect Oct. 1, 2026.

  1. The only solution is to abolish HOAs. They are unnecessary and just fertile soil to grow petty tyrants and to steal money from people.

  2. Just abolish them. We literally pay for most of the services in our taxes and then we also pay hoa fees it’s dumb.
