LA PLATA, Md. – The criminal case against Christopher Ralph Sims, a 35-year-old man from Sumter, South Carolina, is moving forward in Maryland after a reported theft involving two Toro TimeCutter riding mowers and a flatbed trailer valued at over $10,000. The felony theft occurred at a Lowe’s store in La Plata, Maryland, on September 22, 2024, but the investigation revealed a multi-state trail leading to Sims, who was identified through surveillance footage and vehicle rental records.

According to court documents, Sims allegedly arrived at the Lowe’s parking lot in a rented black Mercedes SUV with North Carolina license plates. Surveillance footage captured him hooking up a 6×12 Carry-On flatbed trailer to the vehicle and loading the two mowers before driving away. Lowe’s loss prevention officials flagged Sims as a suspect, citing his involvement in similar crimes in South Carolina.

The investigation unraveled a network of false identities and interstate activity. The Mercedes SUV was rented through Turo under the name “Daniel Louis Kilman,” but further review of Turo’s records and Ring doorbell footage from the vehicle’s owner led officers to identify Sims as the suspect. Photos provided by Turo, including one of Sims holding a Texas driver’s license, were cross-referenced with surveillance images and public mugshots, sealing the connection.

Sims, described in court filings as a 6-foot, 200-pound Black male with black hair and brown eyes, is facing one felony charge of theft valued at $1,500 to under $25,000 under Maryland statute CR.7.104. The seriousness of the charge reflects the financial impact of the stolen equipment, valued at $10,646, and its classification as a felony under state law.

Court records reveal that the case was filed on October 11, 2024, and remains open. Preliminary inquiry hearings were initially set for November 25, 2024, but were reset to January 13, 2025. Delays in serving the summons and procedural resets highlight the challenges of bringing an out-of-state defendant to trial. Sims’ location in South Carolina further complicates matters, emphasizing the multi-jurisdictional nature of the case.

The State’s Attorney for Charles County is leading the prosecution, with La Plata Police Department Officer McGovern serving as the complainant. As the case proceeds, it underscores the coordinated efforts of law enforcement and judicial systems to address high-value thefts spanning state lines.

The legal proceedings are expected to shed further light on Sims’ alleged activities and their implications for interstate crime prevention.
