LA PLATA, Md. — A Charles County business owner has been charged with felony theft after allegedly refusing to return a customer’s lawn mower brought in for repair, according to court records.

Court documents state Alex Collins, owner of Alex’s Mobile Mower & Repair in Port Tobacco, is charged with felony theft between $1,500 and $25,000 after allegedly failing to return a 2007 Kubota ZD331 zero-turn mower that had been taken in for service.

The mower was picked up for repair on July 17, 2025, and Collins initially replied to an Aug. 23 text message saying he was “still waiting on parts.” After that, the complainant reported multiple attempts to reach him by text and phone through late September with no response. A complaint was filed on Oct. 3, 2025, in the District Court of Maryland for Charles County, alleging Collins “refuses to return the mower.”

The mower, valued at about $15,000, is described in court records as a 2007 Kubota ZD331 with serial number 11613.

Court filings show probable cause was found, and a criminal summons was issued Oct. 3. The summons was later returned unserved on Nov. 12, meaning Collins had not yet been formally notified of the charge as of that date.

A preliminary inquiry was scheduled for Nov. 17, 2025, at 9 a.m. in Courtroom 2 of the Charles County District Court before Judge Kenneth A. Talley, but the hearing was later marked as reset, indicating it will be rescheduled.

Under Maryland law, felony theft of property valued between $1,500 and $25,000 carries a maximum penalty of five years in prison and a $10,000 fine if convicted.

The case remains pending in the District Court of Maryland for Charles County.

  1. Notice when the summons was issued and the amount of time the police or sheriff had to serve the summons…. It is idiotic that the police could not serve that summons I guarantee you that they didn’t even attempt to if it was returned within 5 days as unserved….. The police are part of the problem with this and why it’s taking so long 😵‍💫
