WALDORF, Md. — A Washington, D.C., man is facing multiple misdemeanor charges after authorities allege he damaged a rental vehicle, resisted arrest and was found in possession of a distribution-level amount of cannabis in Waldorf.

Rufus Emanuel Addison, 55, of Washington, D.C., was charged Feb. 11, 2026, with possession with intent to distribute cannabis, resisting arrest and malicious destruction of property valued at $1,000 or more, according to court documents.

Deputies responded at approximately 11:12 a.m. to Enterprise Car Rentals, 2295 Crain Highway, for a report of a disorderly individual.

Upon arrival, officers made contact with the branch manager, who advised that the individual was not authorized to be driving a blue 2024 Mitsubishi Outlander rented to another person. Officers observed the vehicle and noted three slashed tires.

According to the statement of probable cause, Addison walked across Route 301 toward a nearby auto dealership and entered the building. Officers followed and located him inside. After instructing him to place his hands behind his back, authorities allege Addison became disorderly and failed to comply. Officers then took him to the ground and placed him in handcuffs.

A search incident to arrest led to the recovery of a knife from Addison’s right rear pocket. Investigators believe the knife may have been used to damage the rental vehicle.

Additional inspection of the Mitsubishi revealed extensive interior damage. The rear passenger seats and front passenger seat had been cut, and both the rear and front passenger-side tires were slashed. The total estimated damage was approximately $5,000.

During the arrest process, officers also recovered a backpack containing a clear plastic bag with a green leafy substance and multiple small multi-colored plastic bags. Based on training and experience, officers identified the substance as suspected cannabis. The total weight was approximately 14 ounces, which exceeds Maryland’s personal-use limits and is consistent with distribution, according to charging documents.

Authorities confirmed Addison’s identity through his District of Columbia driver’s license. Court records indicate he was placed under arrest in part due to concerns about potential flight because of his out-of-state residence and the risk of further property damage.

Addison was released the same day on a $100 unsecured personal bond.

A trial — officer scheduling hearing is set for April 7, 2026 in Charles County District Court, Courtroom 3.
