Alcohol Compliance Checks

ANNAPOLIS, Md. – On February 10, 2025, Detectives from the Special Investigations Section (SIS) conducted an Alcohol Compliance operation. Members of APD’s Special Enforcement Action Team (SEAT) assisted in the operation, along with APD’s Community Outreach Cadet.

During the operation, the Cadet would be utilized as an underage customer and attempt to purchase alcohol from businesses within the City of Annapolis who possess an Alcohol Beverage License. During the course of the operation, 3 businesses failed to comply with the regulations and requirements of the Alcoholic Beverage Control Board of the City of Annapolis for SALES OR SERVICE TO UNDERAGE PERSONS, which is a City Code violation under 7.12.370.

Violation of this section shall be a municipal infraction punishable by a fine as established by resolution of the City Council and shall be assessed against the person serving the alcohol to the underaged person.

The businesses that failed the Alcohol Compliance check are;

● Main Street Mini Mart (222 Main St). 25-02518

● El Cabrito Liquor Store; formerly Capitol Liquors (249 West St.). 25-02525

● Pinkey’s West St Liquor (1100 West St). 25-02528

The businesses that successfully passed the Alcohol Compliance checks are;

● Annapolis Wine & Spirits

● Bay Ridge Wine & Spirits

● Eastport Liquors

● Forest Drive Liquors

● Gritz’s Liquors

● Lighthouse Wine & Spirits

● Mills Fine Wine & Spirits

● Parole Liquors

● Reuban’s Liquors

● Scott Brothers

● Walgreens (Taylor Ave)

These operations were funded through a grant from the Anne Arundel County Department of Health focused on preventing or reducing underage drinking, youth binge drinking and/or alcohol related crashes.
