
LUSBY, Md. — Marc Ramon James, 56, of Prince Frederick, is facing a host of new drug-related charges following two separate traffic stops in Calvert County in July, the most recent of which occurred on July 30, 2025. According to court documents, these incidents also led to charges against his associates, Brianna Stephanie Quarles, 30, of Prince Frederick, and Tusheena Brooks, 35, of Huntingtown.
The latest encounter unfolded on July 30, when deputies from the Calvert County Sheriff’s Office conducted a traffic stop on a vehicle on South Route 4 at the Southern Connector. The driver was identified as Quarles, with James and Brooks as passengers. During the stop, Brooks advised an officer that she had a “stem” concealed in her bra. Based on law enforcement training, this was recognized as a glass smoking device commonly used for crack cocaine. Brooks retrieved the device, which had burnt residue, and stated she had used it earlier that day.
A subsequent search of the vehicle uncovered a pill bottle belonging to James, containing two different types of pills. While one was identified as his prescribed Bupropion, two large white pills were identified as acetaminophen with codeine, a Schedule III controlled substance. James claimed he was also prescribed the codeine pills and only took what he needed, but deputies were unable to confirm the prescription with his mother.
These charges compound the legal troubles for James and Quarles, who were implicated in another traffic stop less than three weeks prior. On July 11, 2025, an officer conducted a traffic stop on a vehicle on Route 2 and East Chesapeake Beach Road after recognizing the driver as James, whose license the officer knew to be suspended. Quarles was a passenger in the vehicle during this incident.
According to the statement of charges, a K-9 unit conducted a sniff of the vehicle and gave a positive alert for the presence of narcotics. A search of the car revealed a suspected crack pipe in Quarles’ purse and suspected crack cocaine residue inside the center console. A female officer, Cpl. N. Gilmore, was called to the scene to search Quarles and located multiple packages of suspected crack cocaine concealed in her left and right bra, as well as in the front of her pants.
During questioning, Quarles told deputies that when James saw the police officer’s vehicle turn around to follow them, he handed her the contraband and told her to either hide it on her person or throw it out the window. She stated that she chose to hide the drugs on her person. The total weight of the crack cocaine seized was 13 grams.
As a result of the July 11 incident, Marc Ramon James is charged with CDS: Possession With Intent to Distribute Narcotics, CDS: Possess–Not Cannabis and CDS: Possess Paraphernalia. Brianna Stephanie Quarles is charged with CDS: Possess–Not Cannabis and multiple counts of CDS: Possess Paraphernalia.
From the July 30 incident, James is charged with CDS: Possess–Not Cannabis and CDS: Possess Paraphernalia. Tusheena Brooks faces a charge of CDS: Possess Paraphernalia.
Under Maryland law, possession with intent to distribute narcotics like cocaine is a felony that carries a potential penalty of up to 20 years in prison. The charge of possessing a controlled substance (not cannabis) is a misdemeanor punishable by up to one year of incarceration and/or a $5,000 fine. Possession of paraphernalia is a misdemeanor that carries a fine of up to $500.
All three individuals are scheduled for a preliminary inquiry hearing in Calvert District Court on Sept. 15, 2025.
