At 1:20 am on August 1, TFC Keen was on routine patrol when he observed a suspicious vehicle parked at the Solomons Point Marina.
Upon contact with an occupant of the vehicle, TFC Keen observed a CDS smoking device, containing suspected marijuana, on the center console in plain view.
Arrested at that time for possession of marijuana and CDS paraphernalia were Qu H. Steves, 37, of Fredericksburg, VA, and Phuc Ngoc Huynh, 26, of Spotsylvania, VA. After processing, they were transported to the CCDC to await a commissioner’s hearing.
