Prince Frederick, MD – A Calvert County man accused of having sexual intercourse with a teenage girl without her consent was indicted by a grand jury Aug. 21. The defendant, Devon Anthony Williams, 22 of Lusby, was indicted on three counts—second-degree rape, third-degree sex offense—both felonies; and second-degree assault. According to a court docket summary, Williams’ initial appearance before a Circuit Court judge is tentatively set for Sept. 11.
The charges against Williams stem from an incident that allegedly took place at a private residence in Lusby April 30. A statement of charges filed in District Court in late June by Detective Wayne Wells of the Calvert County Sheriff’s Office details the initial complaint filed in early May by the victim and her parent, Williams’ initial story and then a revised account he gave police June 6 after providing a court-ordered DNA sample to investigators. In Williams’ original story, there was no sexual contact with the victim. Williams’ revised story indicated the two did engage in sexual intercourse and it was consensual, a claim the victim denied. Both times Williams spoke with police he affirmed that the victim had “flirted” with him. The victim “stated that she never flirted with Williams at all,” Wells said.
A forensic exam of the victim was conducted at a local hospital a five days after the alleged incident occurred. Williams had initially been contacted by investigators May 22. At that time Williams had agreed to provide a DNA sample. According to Wells, before the test could be conducted, Williams asked detectives if he could call his father. After speaking with his father Williams asked if he could contact officers and provide the DNA sample at another time. If was after Wells and Detective Ricardo Hawkins executed the search-and-seizure warrant at Williams’ home over two weeks later that the DNA sample was obtained and the defendant’s original story was revised.
Williams is facing a maximum penalty of 50 years behind bars if convicted on all charges.
