PRINCE FREDERICK, Md. — A retail theft investigation at a Prince Frederick store resulted in one arrest and a criminal summons after deputies recovered hundreds of dollars’ worth of stolen merchandise and identified two Lusby residents connected to the incident.

Gina Patricia Kennedy, 37, of Lusby, faces misdemeanor charges of theft between $100 and $1,500, fraud involving personal identity to avoid prosecution and trespassing on private property following an incident reported Jan. 9, 2026. Keith Emanuel Broome, 49, also of Lusby, is charged by summons with theft between $100 and $1,500 in connection with the same incident.

Deputies were dispatched to the Walmart store on Solomons Island Road in Prince Frederick after loss prevention staff reported a theft in progress. Police said employees observed Kennedy and Broome exiting the store with a shopping cart full of merchandise without paying.

According to the statement of probable cause, deputies reviewed surveillance footage showing both suspects passing all points of sale without completing a transaction. Officers later located the suspect vehicle nearby and made contact with the occupants.

Police said Kennedy initially provided a false name when questioned before later admitting her true identity. Investigators determined she had multiple active warrants at the time of the encounter.

A search of the pickup truck revealed a large quantity of merchandise in the bed of the vehicle, including detergent pods, cleaning products and a trash bag containing steaks, shrimp and salmon. Authorities said the items were returned to Walmart, where store personnel confirmed they had been stolen. The total value of the merchandise was determined to be $877.25.

Investigators also determined Kennedy had previously been issued indefinite trespass notices from Walmart and Giant Food locations in Prince Frederick, prohibiting her from returning to the properties.

Kennedy was taken into custody and transported to the Calvert County Detention Center, where she was held without bond following a bail review hearing.

Broome was not arrested at the scene. Court records show he was later served with a criminal summons related to the theft charge and is scheduled to appear for a preliminary inquiry Feb. 23, 2026, in Calvert District Court.

Kennedy is scheduled to appear for trial March 4, 2026, in Calvert District Court.
