Charles County Divers Awarded $15K Grant Following Potomac River Mid-Air Collision Response

LA PLATA, Md. — The Charles County Dive Rescue (CCDR) Team recently received a $15,000 grant from the DC Fire and EMS Foundation’s Legacy on Ice initiative to enhance its underwater search capability. The funding will help the volunteer unit acquire a Deep Trekker Photon underwater drone, which will be used in tandem with its existing Side Scan Sonar system to improve target identification in murky or hazardous waters.

The award recognizes CCDR’s role during the Jan. 29 midair collision between an American Airlines regional jet and a U.S. Army Black Hawk helicopter, which crashed into the Potomac River near Ronald Reagan Washington National Airport. All 67 people aboard both aircraft were killed.

In the aftermath, CCDR deployed divers to assist in coordinated recovery efforts across a wide section of the river under difficult conditions. Ice, strong currents, limited visibility and frigid temperatures made the operation especially dangerous.

The new drone will help reduce the need to place divers in risky zones, allowing CCDR to scan deeper and narrower areas more safely. The team supports water rescue missions throughout Southern Maryland and frequently provides mutual aid to surrounding jurisdictions.

“This equipment gives us a better toolset to respond safely and precisely in complex underwater situations,” said Rick Bowie, president of the Charles County Volunteer Firemen’s Association. “We’re thankful to the foundation for helping us strengthen our capabilities.”

Officials said the addition of the underwater drone marks a significant investment in regional preparedness and reflects the ongoing partnership between volunteer and professional emergency services across the National Capital Region.
