OWINGS, Md. — A Baltimore man is facing multiple drug distribution charges after deputies attempted a traffic stop in Owings on February 14, 2026, and later located narcotics inside his vehicle.

Terrence David Brooks, 44, of Baltimore, is charged with multiple controlled dangerous substance (CDS) offenses, including two felony counts of CDS: Possession With Intent to Distribute Narcotics, along with misdemeanor counts of possession of a controlled dangerous substance not cannabis, possession with intent to distribute cannabis, and possession of paraphernalia.

At approximately 2:20 p.m., a deputy was advised that a dark blue Honda Accord had attempted to evade a marked patrol cruiser. The vehicle was observed traveling on Grovers Turn Road before turning onto Owings Manor Court and briefly pulling into a driveway, then returning to the roadway and heading southbound on North Solomons Island Road.

While following the Honda on Skinners Turn Road, the deputy paced the vehicle at 42 mph in a posted 35 mph zone. When the driver activated a turn signal onto Emerson Road, the deputy initiated a traffic stop. The vehicle did not immediately stop and continued at what was described as a high rate of speed for a residential area before coming to a stop in front of a home on Emerson Road.

The driver was identified as Brooks. During initial contact, Brooks referenced snow as a reason for not stopping sooner, though the deputy noted road conditions were clear and dry. When asked whether there were any firearms or drugs inside the vehicle, Brooks responded in the negative while glancing toward the rear seat. The deputy observed Brooks’ voice to be extremely shaky and noted that he lit a cigarette during the encounter.

Based on those observations, including the delay in stopping, a K9 unit was requested. K9 Benji conducted a free-air sniff of the vehicle and alerted to the presence of narcotics.

A search of the Honda was conducted. In the rear seat area, deputies located a brown Target shopping bag containing a black and white coin purse. Inside, they found:

  • A large tear-off baggie containing 20 white pills suspected to be Oxycodone 10mg (Schedule II)
  • A smaller tear-off baggie containing 9 white pills suspected to be Oxycodone 10mg (Schedule II)
  • A large tear-off baggie containing a tan rock-like substance suspected to be cocaine, approximately 4 grams with packaging
  • A smaller tear-off baggie containing a tan rock-like substance suspected to be cocaine, approximately 1 gram with packaging
  • Additional empty tear-off baggies

Deputies also located two separate zip-lock style bags containing suspected cannabis, each weighing approximately 118 grams. A black and white coin purse containing white residue suspected to be cocaine was also recovered.

No paraphernalia commonly associated with personal ingestion of narcotics was located. Deputies recovered a black Apple iPhone and a black flip-style phone during a search of Brooks’ person.

Brooks was placed under arrest, advised of his rights, and transported to the Calvert County Detention Center. The seized items were submitted for laboratory analysis. All events were recorded on a department-issued body-worn camera.

Court records indicate Brooks was initially held without bond following his arrest. A bail review hearing was held on February 17, 2026, in Calvert District Court before Judge David W. Densford, and he remained held without bond.

A preliminary hearing is scheduled for March 17, 2026, in Calvert District Court.
