LEONARDTOWN, Md. — The Town of Leonardtown has officially completed and adopted its final Public Art Master Plan, establishing a long-term vision for integrating art into civic projects, public spaces and everyday life throughout the community.

The plan outlines how public art will support the town’s identity as a regional destination for arts, recreation, dining and waterfront experiences, while reinforcing its small-town character and historic roots.

The master plan was developed with guidance from planning consultant Todd W. Bressi and shaped by extensive public engagement. Bressi presented the overview of the final plan at the recent Feb. 9 meeting for the Town of Leonardtown Council. Community input was gathered through surveys, interviews, roundtables and pop-up activities held during events such as the September First Friday Art Walk.

Art Integrated Into Town Projects

A key recommendation of the plan is that public art be considered in all new town facilities and public spaces, whether projects are funded directly by the town, built through public-private partnerships or constructed by private developers on behalf of the town.

Future opportunities for integrated public art include projects identified in the town’s Downtown Strategic Plan, including enhancements at Leonardtown Square, improvements at the waterfront and wharf area, a proposed amphitheater and hotel at Tudor Hall, the Breton Bay greenway network and potential gateway features along Route 5.

By incorporating art into these projects from the earliest design stages, the plan states, Leonardtown can create signature destinations while reinforcing themes of history, creativity, environmental stewardship and playfulness.

Placemaking And “Quick Wins”

In addition to large capital projects, the plan calls for smaller-scale placemaking initiatives designed to encourage exploration and add elements of surprise throughout downtown.

Among the ideas outlined in the master plan:

  • An iconic sculpture at the wharf visible from land and water.
  • Artist-designed play features and splash pad enhancements.
  • A “mural alley” along Park Avenue.
  • A community kinetic sculpture derby connecting downtown districts.
  • A butterfly trail with artist-designed markers.
  • Rotating exhibitions and temporary installations.
  • Creative crosswalks, trolley stop markers and artist-designed kiosks.

The plan emphasizes projects that are interactive, functional and relevant to Leonardtown’s context, reflecting themes such as environmental habitat, local history, watermen traditions, agriculture and the town’s growing creative economy.

Governance And Funding

To guide implementation, the plan recommends establishing an independent Public Art Committee to advise on artist selection, project prioritization and community proposals. The committee would include representatives from the arts community, business sector and regional arts institutions.

Town staff would continue managing day-to-day operations, with the ability to hire consultants or experienced artists for complex projects.

Funding sources would include town appropriations, capital project budgets, state grants, including support from the Maryland State Arts Council, partnerships, donations and potential future contributions from private development.

The plan also calls for establishing maintenance procedures, including regular inspections and conservation assessments, to ensure long-term stewardship of town-owned artworks.

A Vision Rooted In Identity

Central to the master plan is Leonardtown’s “sense of place,” described through themes such as “a most friendly place,” “a most creative place,” “a most historic place” and “a most natural place.”

Public art, the plan states, should be “woven into the landscape and life of Leonardtown, offering moments of delight and discovery to visitors and reflecting the warmth, welcome, playfulness and connectedness that the community values.”

Town officials say the document will serve as a working guide, with projects prioritized annually based on funding availability, strategic importance and community partnerships.

With the master plan now complete, Leonardtown leaders say the next step is turning the vision into action, integrating art into upcoming projects and expanding opportunities for local and regional artists to help shape the town’s evolving story.
