
LEONARDTOWN, Md. — The Leonardtown Town Council on Tuesday, Oct. 14, 2025, introduced multiple annexation measures that could add more than 70 acres to town limits, paving the way for future commercial and residential development.
The proposals align with the town’s 2025 Comprehensive Plan, which calls for managing steady population growth and expanding local business opportunities within designated municipal growth boundaries. Town officials say the areas under consideration would help meet rising housing demand while reinforcing commercial corridors along Routes 5 and 234.
Council members voted unanimously to advance Resolution 2-25 for the Hall property (about 16.35 acres) and Resolution 3-25 for the Johnson, Anthony, and Johnston properties (about 55.39 acres across two parcels). Staff noted that both areas fall within the municipal growth boundary outlined in the comprehensive plan adopted earlier this year.
Hall Annexation (Case 39-25, Resolution 2-25)
The petition covers Map 0032, Parcel 0096, seeking annexation from St. Mary’s County’s Rural Preservation District into Leonardtown’s Commercial Highway (CH) zone to allow future commercial use. Preliminary reviews highlight wetland constraints that will require projects to meet environmental safeguards and development standards.
Staff said one development right remains on the tract, limiting project intensity. The property includes a newer metal storage building and no dwelling. It is contiguous with existing town CH zoning to the south and sits behind an already annexed Hall-owned parcel along Route 5.
Johnson/Johnston Annexation (Case 40-25, Resolution 3-25)
The petition spans two tracts — Map 0041, Parcel 0235 (about 52.18 acres, proposed HUD Residential zoning) and Map 0041, Parcel 0266 (about 3.21 acres, proposed RSF zoning). A concept plan envisions a mix of housing types, with stormwater management, forest conservation, streams, and wetlands to be addressed during review.
Officials said the larger tract lies within the county’s Development District, while the smaller parcel would otherwise form an enclave if not incorporated into town limits.
Both annexation petitions now move to multiagency review. The Planning and Zoning Commission is scheduled to consider the proposed zoning designations on Tuesday, Nov. 18, and provide recommendations to the council. A public hearing for the Hall annexation is tentatively set for Monday, Dec. 8, followed by formal referrals to state, county, and regional planning agencies.
If approved, the measures would modestly expand Leonardtown’s footprint and continue a pattern of incremental, planned growth that town leaders say balances preservation of the historic core with the need for modern housing and economic activity.
Leonardtown’s population has more than doubled since 2010, driven largely by the nearby Naval Air Station Patuxent River workforce and regional migration toward Southern Maryland.
