On May 1, 2011 Deputy Watters began an investigation for telephone misuse. The investigation revealed Frank Norval Pumphrey, 68 of Leonardtown, Maryland had been engaged in a relationship with the victim which had ended approximately two months ago. The victim had asked Pumphrey at least ten times to stop contacting her but Pumphrey refused. In addition, the victim received alarming mail and text messages from Pumphrey after he had been told to cease contacting her. Pumphrey also left numerous voice mail messages indicating that he would harm the victim. Pumphrey was arrested and charged with harassment, stalking and telephone misuse.
