Puppy Profit Problem: Lusby Woman Charged With Unlicensed Dog Breeding Operation

LUSBY, Md. — A Lusby woman has been charged after authorities said she bred and sold Labrador retriever puppies without obtaining a required county license.

Jessica Marie Wathen, 33, of Lusby, faces a charge of operating a kennel or breeding facility without a license, according to court records.

The investigation began on Feb. 4, 2026, when an animal control officer responded to the Linda L. Kelley Animal Shelter for a complaint regarding the sale of multiple Labrador retriever puppies. According to the complaint, Wathen had been breeding English Labrador retrievers and selling the puppies without proper licensing.

Authorities said Wathen had previously been advised of county requirements after a prior litter of puppies was reported in late 2025. At that time, she was informed that breeding activities required a commercial kennel license issued through Calvert County.

During a follow-up investigation at a residence on Antelope Trail in Lusby, officials reported observing several adult Labrador retrievers, including dogs identified as Bella, Sadie and Ace, all of which appeared to be in good physical condition.

Investigators determined that at least one litter of puppies had been sold and that another litter had recently been produced. Officials said Wathen acknowledged selling puppies and indicated she did not believe a license was necessary for her activity.

Animal control officers advised Wathen that she was required to obtain a commercial breeding establishment license and provided information on compliance with county animal control regulations.

A criminal summons in the case was issued on March 17, 2026.

Wathen was charged with operating a kennel or breeding facility without a license. A preliminary inquiry hearing is scheduled for May 4, 2026, in Calvert District Court.
