WALDORF, Md. — The Maryland Occupational Safety and Health (MOSH) division has issued nearly $2,500 in penalties to Stanley Bus Co., a contractor providing student transportation services for Charles County Public Schools, after an inspection revealed serious safety violations at the company’s Marbury facility.
According to a copy of the report obtained by The BayNet, inspectors found that employees were exposed to dangerous electrical hazards in close proximity to a 1,000-gallon above-ground diesel fuel tank. Extension cords with exposed copper wiring, missing ground conductors and damaged insulation were used to power floodlights and other equipment within feet of active fueling areas — creating a serious risk of electrical shock, fire or explosion.

The March 2025 inspection identified the following violations:
- Exposed copper wiring was found in spliced extension cords used to power floodlights and equipment, directly adjacent to a 1,000-gallon above-ground diesel fuel tank.
- A live extension cord with no ground conductor was used within three feet of where school buses were being fueled near a diesel tank.
- Improper splicing of mismatched extension cords, including a 12/3 cord connected to a 16/2 cord, violating continuous length requirements and exposing bare conductors.
- Cords with missing plug ends and stripped insulation were not removed from service, leaving inner wiring exposed by as much as two inches — posing a clear risk of electrical shock or fire.
- Failure to provide required OSHA 300 injury and illness logs, classified as an other-than-serious recordkeeping violation.

Stanley Bus Co. employs drivers represented by Amalgamated Transit Union Local 689, which represents school bus operators throughout Charles County.
When contacted by The BayNet for comment, Benjamin Lynn, press and communications associate for ATU Local 689, said, “It was completely unacceptable, reckless and irresponsible to have put bus drivers and the surrounding community at risk. Charles County school families who rely on Stanley’s deserve better from the company.”
In a separate response to The BayNet, a representative from Stanley Bus Co. stated, “All incidents have been fixed,” when asked for comment and an update on the violations.
