ANNAPOLIS, Md. — Anne Arundel County lawmakers passed a bill on Tuesday, Feb. 17, to allow developments of tiny homes, or “cottages,” to help create more affordable housing options in the county.

Building tiny homes was technically allowed but challenging since county ordinances only allowed a certain number of residences per acre. Under the new law, a developer could build 12 cottages in an area zoned for one residence per acre.

The bill also includes density incentives for residential zoning districts and allowed cottage homes on certain commercial and industrial lots to incentivize building these homes.

The houses must be 800 square feet or smaller to be considered tiny homes. Additionally, only people who make no more than the area median income, approximately $130,000, will be allowed to purchase the homes.

The idea is that these combined measures will ensure developers sell the homes for far less than the median home price in the county, which exceeds $500,000, making them a viable option for young adults and families hoping to afford their first home, or older adults looking to downsize.

The bill was first introduced in the 2025 legislative session and underwent several amendments before the recent vote. It will now go to County Executive Steuart Pittman for final approval before becoming law.

    Not just Calvert, but this is very important to see this is effecting everyone else and I was a home owner and I can see this getting very big in. Our future
