HARWOOD, Md. — A Harwood man has been charged in connection with the disappearance and suspected shooting of a dog reported missing last month, according to the Anne Arundel County Police Department.

On April 23, 2025, police received an animal cruelty complaint from a woman who reported that her Belgian Malinois, named Maisie, had gone missing three days earlier. The complainant told investigators she believed the dog had been shot.

The case was assigned to the department’s Southern District Detective Unit, which identified the suspect during the course of the investigation. On May 8, Robert Anthony Harley, 70, of Harwood, was charged via criminal summons with two misdemeanor counts of animal cruelty, following consultation with the Anne Arundel County State’s Attorney’s Office.

Maisie’s remains have not been recovered, and the investigation remains active.
