ANNAPOLIS, Md. — Governor Wes Moore today released the following statement regarding SNAP benefit impacts due to the federal government shutdown:
“In a letter dated Oct. 10, the Trump Administration directed the State of Maryland not to issue SNAP benefits. The Trump Administration is also choosing not to release contingency funding for the program, as required by law. As a result, SNAP benefits are likely not to be deposited on EBT cards beginning Nov. 1 and 680,000 Marylanders who rely on SNAP to eat—including nearly 270,000 children—stand to go hungry.
“During previous shutdowns, the State of Maryland received reimbursement for federal expenses incurred from critical programs. The Trump Administration has provided zero assurance that our state will receive reimbursement—even if Maryland were to cover SNAP benefits in the absence of federal funding. And as recent history has shown, President Trump’s targeted attacks on Democratic priorities, programs and states only further diminishes our confidence in being made whole.
“Despite turning the State of Maryland’s $3 billion deficit into a $321 million structural surplus earlier this year, grave fiscal uncertainty lies ahead stemming from the reckless actions of President Trump. The Maryland Treasury holds roughly $3.5 billion in short-term cash to help bridge reimbursable federal expenses and myriad other State expenses, but we do not have confidence that the Trump Administration will reimburse us—not only for SNAP, but for any federal programs that may suffer for the duration of this senseless shutdown.
“As I have long said—there is no balance sheet to make up for when the federal government just decides to tell states, ‘You’re on your own.’ In Maryland, we will continue to do everything in our power to ensure the federal government follows the law and provides funding for the critical services that our families, our children, and our veterans rely on.”

A surplus, by definition, is: an amount of something left over when requirements have been met; an excess of production or supply over demand.

The state indeed faced a projected large deficit (~$3 billion) entering FY 2026.
Through a combination of revenue increases and spending containment, the enacted budget produced a positive general fund ending balance of about $321.5 million.
Remember, he quickly turned a multi billion dollar surplus at the beginning of his term into a multi billion dollar deficit within roughly two years. He also was governor for MD’s degradation in credit rating for the first time in a very long time. You aren’t buying the yarn his spinning and your wallet is crying because he’s lying.
Republicans control both the House and the Senate. They could open the government tomorrow if they wanted to. But then they might have to seat the new Arizona representative, who would be the final signature on the petition to release the Epstein files.
Further, the only healthcare for undocumented immigrants is EMTALA, which requires hospitals to provide emergency care to *everyone* without verifying that they can pay for it. They still get billed and can still be taken to collections if they don’t pay, but the hospital is not allowed to let them bleed out in the parking lot because they don’t have an insurance card on them.
If you were badly injured in a car accident and brought in unconscious, would you rather that the hospital refuse treatment unless you happen to have proof of citizenship on you, just to make sure taxpayers don’t spend any money keeping the “wrong” sort of people alive?
Well using your logic, why don’t the Democrats sign the clean C.R. and then the Arizona Representative could be seated and the Epstein files could be released.

Republicans can say what they want about how this is the democrats fault because they won’t “back down”, but are failing to acknowledge that the 2 longest gov shutdowns both happened (1 of them ongoing) during Trumps presidency. Not to mention republicans are in control of BOTH the house and the senate, just as they were during the shutdown that happened in Trumps first term. Republicans will find a way to blame anyone else but themselves.
Guess I found a job just in time then, since SNAP is suspended over the GOP shutdown.
