Indian Head to Hold Public Hearing Aug. 13 on Proposed Henderson Property Sale

INDIAN HEAD, Md. — The Indian Head Town Council will hold a public hearing on Wednesday, Aug. 13, 2025, at 6 p.m. at the Village Green Pavilion (100 Walter Thomas Road) to receive public comments on Ordinance 07-02-25, which proposes the sale of two town-owned parcels known as the Henderson Property.

Under the ordinance, the town would sell approximately 8.05 acres of real property to Elm Street Communities Inc. for $1 million. The parcels are located off Henderson Lane and are listed with the Maryland State Department of Assessments and Taxation (SDAT) under Parcel IDs 07-003242 and 07-065833 (County Tax Map 11, Parcels 117 and 649).

The proposed agreement includes the development of a 50-unit residential community and the construction of a 14,000-square-foot civic parcel, which would be deeded back to the town at no cost once infrastructure improvements are complete. Town officials state the property is no longer needed for public use and may provide greater long-term value through redevelopment.

Elm Street Communities currently sells homes in Charles County, including in Bryans Road and Waldorf. The Indian Head project has been listed on the company’s website under the name “Robinson Terminal.” The preview states:

“Enjoy a small-town lifestyle surprisingly close to the Washington metropolitan area. Experience the beauty of nature with a stroll along the Potomac River Boardwalk, walk or bike the Indian Head Rail Trail. Relax with friends at a local eatery, join community events on the Village Green.”

The property was originally listed for redevelopment through a formal Request for Proposal (RFP) process in 2022. That RFP required plans to include a mix of residential and commercial uses, pedestrian-friendly access and compliance with zoning and Chesapeake Bay Critical Area requirements.

Residents can review the ordinance and supporting documents on the town’s website or request a copy from Indian Head Town Hall, located at 4195 Indian Head Highway.

Those unable to attend the hearing may submit written comments by Monday, Aug. 11, 2025, to annie@townofindianhead.org or drop them off at Town Hall. All submissions will be read aloud during the public comment portion of the hearing.
