
INDIAN HEAD, Md. — A landmark Indian Head business is set to return under new ownership after the Charles County Board of License Commissioners approved a new Class D beer, wine and liquor on/off-sale license for Coast & Soul Connections, located at 3330 Livingston Road, during its Thursday, Nov. 13, 2025, meeting.
The business, operated by Walter Herbert Dyson III, will reopen in the longtime Walton’s Seafood which served the community for nearly 90 years before closing earlier this year. Dyson testified that he grew up in the area and views the reopening as a continuation of a neighborhood institution.
Dyson, who has 25 years of experience in the food and beverage industry, said the concept will remain consistent with Walton’s original model, offering food for dine-in or carryout along with permitted alcohol sales. He will be present at the store every day it is open, operating with a small staff and ensuring all employees who handle alcohol maintain required certifications.

Attorney David Martinez, representing the applicant, told the board that the previous license holder vacated the property at the end of April, and the building’s property owners created a limited liability company to manage the site during the transition. Martinez said all surviving members of the ownership group consented to and approved moving forward with this new licensing process. Because the prior license expired, the case proceeded as a new license rather than a transfer.
Planned operating hours are Wednesday through Saturday from 10 a.m. to 10 p.m. and Sunday from 10 a.m. to 8 p.m., with the store closed Mondays and Tuesdays.
Martinez told the board that the goal is to open within 90 days, noting that no extensive interior work is expected. Martinez said the permitting process is underway and the only anticipated update may involve addressing parking requirements identified by the county. He added that Dyson will keep the board informed if an extension becomes necessary, although the intent is to complete inspections and open on schedule.
The license approval is contingent on receiving the U&O and health permit, with the board granting 120 days to complete all required county inspections.
