Lusby Woman Charged With 32 Animal Cruelty Charges

LUSBY, Md. — A Lusby woman is facing 32 criminal charges after Calvert County Animal Control officers reported finding multiple dogs living in unsanitary conditions and suffering from signs of neglect at her residence.

Michelle Lynn Andrews, 40, of Lusby, was charged in Calvert County District Court with two counts of animal cruelty and numerous additional counts alleging failure to provide proper care, shelter, water, and protection from extreme weather. She is also charged with multiple local ordinance violations related to animal confinement, potable water access, shelter maintenance, and kennel conditions. Court records show a preliminary inquiry is scheduled for April 6, 2026, at 10:30 a.m. in Calvert District Court.

According to charging documents, Animal Control officers responded on Jan. 22, 2026, after receiving a complaint about two dogs housed at a home on Daryl Drive in Lusby. Upon arrival, officers observed a strong odor of ammonia and noted large amounts of dog urine and feces in areas of the property.

Officers identified two bully-type dogs named “Quavo” and “Latto.” Charging documents allege that both dogs were deprived of necessary sustenance and proper care. “Quavo” was described as emaciated, with visible ribs, spine, and hip bones, and was standing in feces and urine inside a wire enclosure. Officers reported stained paws from prolonged contact with waste, an empty water bucket, and a metal container with unpotable water. A doghouse on the property was described as covered in feces and urine with debris inside.

“Latto,” a gray and white female bully-type dog, was also allegedly found standing in her own waste. Charging documents state she had thinning hair on her back legs, visible scars, and lacked access to adequate shelter, potable water, and sanitary bedding. Officers further alleged the dogs were confined in outside areas that were not clean or safe and were exposed to extreme weather conditions without proper protection.

Additional dogs were present inside the residence, including husky-type dogs identified as “Possum” and “Cricket,” and a Chihuahua-type dog, “Honcho.” Those animals were described as alert and housed in separate crates.

Court records indicate Andrews later surrendered “Quavo” and “Latto” to Calvert County Animal Shelter, where both were evaluated by a veterinarian. Animal Control documents state that between Jan. 21 and Jan. 23, 2026, the county issued an Animal Safety Alert reminding residents to ensure animals had unfrozen water, adequate shelter, and basic needs during extreme cold weather.

The charges include violations under Maryland Criminal Law §10-604 for animal cruelty and failure to provide necessary sustenance, veterinary care, shelter, and protection from the weather, along with multiple county ordinance violations tied to kennel cleanliness, bedding, water receptacles, and confinement standards.

Andrews was issued a criminal summons on Feb. 11, 2026.
