Theodore Devon Hall and John Randolph Woodland

WALDORF, Md. A Waldorf man and a La Plata man were arrested on assault and disorderly conduct charges after a street fight to which nine Charles County sheriff’s deputies responded. Theodore Devon Hall, 45, of Waldorf, and John Randolph Woodland, 58, of La Plata, were both reportedly subjected to electronic compliance devices during the incident and were later released on their own recognizance following the third police response to the neighborhood in a single day.

Court documents filed by the Charles County Sheriff’s Office state the incident occurred on Sept. 10, 2025, during an ongoing family disturbance on Slater Drive in Waldorf. Deputy Eric Weaver was reportedly speaking with Hall in the front yard when another man, later identified as John Randolph Woodland, arrived and exited his vehicle in the street.

According to charging documents, Woodland allegedly yelled, “Who hit my car?” Hall reportedly jumped up and went into the street, yelling at Woodland. Authorities say the two men stood chest to chest, threatening each other and yelling despite repeated commands from officers to separate.

In his official statement, Deputy Weaver described pushing Hall away from Woodland. However, Hall allegedly ran back toward Woodland and struck him in the face with a closed fist. Woodland then reportedly struck back, and the two men locked arms and continued to fight. Both men allegedly refused to separate despite multiple orders from deputies.

Officers reportedly deployed electronic compliance devices on both individuals to subdue them. Court records state both Hall and Woodland were then placed under arrest. Deputies say the scene required nine Charles County sheriff’s officers to respond and restore order to the neighborhood.

According to police reports, family members from surrounding homes came into the street during the disturbance. Officers noted this was the third time that day deputies had responded to Slater Drive for ongoing family-related incidents.

Hall and Woodland have been charged with second-degree assault, which carries a maximum penalty of 10 years imprisonment under Maryland law, and disorderly conduct, which is punishable by up to 60 days in jail and a maximum fine of $500.

Court records show both men were released on their own recognizance during their initial appearances on Sept. 11, 2025. Hall reportedly waived his right to an attorney and was found ineligible for public defender services. Woodland is being represented by the Charles County Public Defender’s Office. A trial for both men is scheduled for Nov. 18, 2025, in Charles County District Court.

Deputy Eric Weaver investigated the case for the Charles County Sheriff’s Office. The State’s Attorney’s Office for Charles County is prosecuting the case in La Plata District Court.
